A Win-Win Solution for Ohio's Health and Economy: Raise the Tobacco Tax to Fund Economic Stimulus and Preserve Tobacco Prevention Programs

Report recommends increasing state tobacco taxes to fund a proposed economic stimulus plan instead of raiding tobacco prevention funds. In addition to raising revenue, the tobacco tax alternative would reduce smoking, save lives and save health care dollars, while the proposed raid of tobacco prevention funds would have the opposite effect, the report finds.

Maryland State Comptroller's Report on State Cigarette Tax Increases and Retailer Revenues
January 2003

This report finds no evidence that Maryland's June 1, 2002 cigarette tax increase to $1.00 per pack had any measurable impact on the gross revenues of retailers located within 30 miles of the state's borders, despite lower cigarette tax rates among Maryland's neighboring states. The report also concludes that "there is no reason to conclude that there is necessarily any correlation between the cigarette tax rate and total retail sales in the study area."
